Back links can improve PageRank of a site in Google search result. Link exchange with other website can give you some back links and some traffic. But extra care should be taken when you are participating in link exchange with others. Google not counts every bank link of a site. They count only those back links that came from a quality and relevant website. If your site gets a lot of back links from low quality or irrelevant sites will not make any difference.
